Duterte Signs Law Requiring All Public Transportations to Provide Student Fare Discounts

President Rodrigo Duterte signed Republic Act No. 11314, otherwise known as the “Student Fare Discount Law” on April 17, a law that seeks to institutionalize the mandatory 20% student fare discount to cover all forms of public transportation on land, air, water, and rail all year round, including weekends and holidays. 

Though enacted three months ago, an official statement from the Malacañang about its passage into law was only released on Monday, July 15. 

Under the Student Fare Discount Law, Filipino students from elementary to college, as well as those enrolled in technical-vocational schools, will be entitled to a 20% discount on buses, jeepneys, taxis, tricycles, transport network vehicle services or TNVS, MRT, LRT, passenger trains, aircraft, and marine vessels upon presentation of their duly-issued school ID or current validated enrollment forms. 

Senator Sonny Angara, who co-authored the bill, stated on Monday that more than 30 million elementary and high school students who travel every day to school will highly benefit from the new law. 

“All the student has to do is to present a valid school ID or his or her current validated enrollment forms to avail of the fare discount. So now students will enjoy the same privilege granted to our senior citizens and persons with disabilities,” he said. 

He added that the student fare discount is a year-round benefit that students can avail so they can have discounted fares whenever they want to go home to their families, even during holidays. 

However, the law does not cover individuals enrolled in dancing or driving schools, short-term courses of seminar-type and post-graduate studies such as those taking up medicine, law, masters, and doctorate degrees.
