Cagayan Economic Zone Authority
The Cagayan Economic Zone Authority (CEZA) is a government-controlled and owned entity created under Republic Act 7922, also known as the “Cagayan Special Economic Zone Act of 1995″. CEZA manages the Cagayan Special Economic Zone and Freeport (CSEZFP) or Cagayan Freeport, a separate customs territory. The Cagayan Freeport serves as a gateway, a strategic location for foreign investors in the Asia and the Pacific, wanting to invest in agro-industrial, leisure, tourism, and transshipment activities within the zone.
CEZA, having the capacity to operate on its own, has also created an avenue for internet gaming that is independent from any other government agency including the Philippine Amusements and Gaming Corporation (PAGCOR). It can grant internet/online gaming licenses without prior approval from PAGCOR or any other national government agency. First Cagayan Leisure and Resort Corporation (FCLRC), a private corporation, has been appointed by CEZA as its Master Licensor of internet gaming. CEZA is the regulator and authority while FCLRC is a channel which screens potential locators and allows only those qualified applicants to operate.
A CEZA-registered online gaming company may enjoy four to six years of income tax holiday, tax and duty-free importation of articles, raw materials, capital goods, equipment and consumer items, and permanent residency for investors and their immediate family, to name a few.
